Practical guide
How do you compare a Hoora flat with EWA included?
By Gaurav Agarwal · Updated 18 October 2026
An EWA-included Hoora flat is worth it only if the written cap covers your normal use; at the official 32 fils per kWh, a BHD 30 cap covers about 937.5 kWh of electricity before any water. Verify the lease through Bahrain’s Contract Validity Verification service before paying. The tariff page was updated on 2 August 2026.
01Put both offers into one monthly-cost table
An inclusive offer can be easier to budget, but only when the lease states what is included. Do not rely on a listing title. Ask for the EWA cap, whether excess usage is charged to you, which meter serves the flat and whose name is on the account.
For an exclusive offer, use recent bills from the same flat when available. The EWA tariff page publishes the official consumption rates and billing information. For a non-Bahraini domestic account, electricity is 32 fils per unit and water is 775 fils per cubic metre.
Convert a written electricity cap to units with cap in BHD ÷ 0.032. A BHD 30 cap covers about 937.5 kWh, while a BHD 40 cap covers 1,250 kWh, before water. For water alone, cap in BHD ÷ 0.775 gives cubic metres: BHD 40 covers about 51.6 m³.
| Line | Offer with EWA | Offer without EWA |
|---|---|---|
| Advertised monthly rent | Enter rent | Enter rent |
| Included EWA cap | Enter written cap or none | Not included |
| Electricity estimate | Enter excess above cap | 32 fils per unit for non-Bahraini domestic accounts |
| Water estimate | Enter excess above cap | 775 fils per m3 for non-Bahraini domestic accounts |
| Other fixed charges | Internet, parking, cooling, gas | Internet, parking, cooling, gas |
| Comparable monthly total | Rent + excess + other charges | Rent + estimated EWA + other charges |
02Worked example: compare the two monthly totals
Use this as arithmetic only and replace every example number with the two actual offers and the flat’s own recent usage.
Example usage of 800 kWh and 10 m³ costs BHD 25.600 for electricity plus BHD 7.750 for water, or BHD 33.350 in total, using the official non-Bahraini domestic rates.
If the inclusive offer is BHD 260 with a BHD 40 monthly EWA cap, this example stays within the cap, so its comparable total is BHD 260. If the exclusive offer is BHD 230, adding BHD 33.350 gives BHD 263.350. In this illustration, the inclusive offer is BHD 3.350 lower. These rents are examples, not listing prices.
| Line | Inclusive example | Exclusive example |
|---|---|---|
| Rent | BHD 260 | BHD 230 |
| Electricity: 800 kWh | Within BHD 40 cap | 800 × 0.032 = BHD 25.600 |
| Water: 10 m³ | Within BHD 40 cap | 10 × 0.775 = BHD 7.750 |
| Comparable total | BHD 260 | BHD 263.350 |
| Difference | Inclusive is BHD 3.350 lower | Replace with your actual figures |
03Make the lease define what “EWA included” covers
Official tariff pages define rates, but they do not define a landlord’s private phrase such as “inclusive” or “unlimited.” Put the commercial deal in the lease: the cap, billing period, meter number, account holder and who pays any amount above the cap.
Ask whether electricity and water share one cap or have separate treatment. Also ask whether common-area electricity, central cooling, internet, gas or municipality-related charges sit outside the EWA wording.
Government tariff subsidies are for eligible Bahraini citizens for one domestic account per household. An expat should therefore compare the offer using the published non-Bahraini domestic rates rather than assume a subsidised rate.
04Register and verify the tenancy before paying
Bahrain’s Lease Contract Services allow citizens and residents to register lease contracts. The portal provides Lease Contract Registration, Lease Contract Enquiry and Contract Validity Verification.
Registration uses Standard eKey and includes payment of the required fees. If another party handles registration, ask for the registered contract reference and use the validity-verification route before relying on it.
- Read the final lease, including the EWA cap, meter or account reference and excess-charge rule.
- Use Lease Contract Registration when you are responsible for registration.
- Use Lease Contract Enquiry for eligible registered-contract details.
- Use Contract Validity Verification to check the registered contract.
- Keep the signed lease, registration proof and payment receipt.
05Open the tenant EWA account and record the starting meter
EWA’s Open Account page has a route for a tenant who is renting or leasing a property and needs an electricity and water account.
For that route, EWA lists the lease contract, the lease-registration receipt and an optional recent clear picture of the electricity and water meters. Photograph the meter readings at handover and keep the dated images with the opening bill.
- Open EWA’s tenant account service and use the tenant route.
- Prepare the lease contract and lease-registration receipt.
- Photograph the electricity and water meters clearly at handover.
- Record the opening readings and date in the handover note.
- Keep the account-opening confirmation with the lease.
06Ask these questions before a deposit or transfer
Get the exact flat number, building address, monthly rent, deposit, notice period and EWA arrangement in the signed lease. The wording should say whether the allowance resets monthly and how the owner will show any excess charge.
Check the meter reading at handover and record it with the landlord. Ask for the latest bill or account screen with personal details hidden. This gives you a starting point without relying on a generic neighbourhood estimate.
Do not use a changing classified advertisement as the contract. The registered lease and its validity record are the documents to verify through the official portal.
| Question | Write down |
|---|---|
| Who holds the account? | Tenant, owner or building management |
| Which meter serves the flat? | Meter or account reference |
| What is included? | Electricity, water and any stated extras |
| Is there a cap? | Amount, period and reset date |
| What happens above the cap? | Rate, evidence and payment timing |
| How is move-in measured? | Opening meter reading and date |
07Use official rates for the variable part
EWA’s page was last updated on 2 August 2026. It lists 32 fils per electricity unit for Bahraini multiple accounts and non-Bahraini domestic accounts. It lists 775 fils per cubic metre of water for the same category.
Apply those rates only to the metered usage or excess usage that the contract assigns to you. A landlord’s fixed inclusive allowance is a contract term, not an EWA tariff.
Keep electricity and water as separate worksheet lines. That makes it easier to compare an offer with a cap against an exclusive offer based on actual usage.
08When a municipal fees account is involved
This section matters only when someone must open a new municipal fees account. The service requires attached leases to be registered in Bahrain.bh’s Contract Registration System and drafted in Arabic or accompanied by a certified translation.
Its mandatory items include the lease agreement, proof of lease registration and the application number in the Sijilat System. The service states one working day.
Its security deposit is three times the monthly municipal fee or BHD 100, whichever is higher. This is not the landlord’s rental deposit.
09What the official pages don’t say
Official pages do not confirm whether a particular Hoora advertisement truly includes EWA, whether “unlimited” has a hidden cap, or what a private landlord will charge above that cap. Those terms must appear in the lease.
They also do not provide a standard EWA amount for every flat. Cooling, occupancy, appliances and metered use differ. Use the official tariff rates and the flat’s own recent bills rather than a generic estimate.
10FAQs
What does EWA included mean in a Hoora rental?
There is no official definition for a private listing label. The lease should state the cap, meter, account holder, billing period and treatment of excess usage.
How much is EWA for expats in Bahrain?
For a non-Bahraini domestic account, electricity is BHD 0.032 per kWh and water is BHD 0.775 per m³. At those rates, 800 kWh plus 10 m³ is BHD 25.600 + BHD 7.750 = BHD 33.350 before other bill items.
What electricity rate applies to a non-Bahraini domestic account?
EWA publishes 32 fils per unit for Bahraini multiple accounts and non-Bahraini domestic accounts.
What water rate applies to a non-Bahraini domestic account?
EWA publishes 775 fils per cubic metre for Bahraini multiple accounts and non-Bahraini domestic accounts.
Can residents register a Bahrain lease contract?
The official portal says Lease Contract Services allow citizens and residents to register lease contracts. Registration uses Standard eKey.
How do I check whether a lease is registered?
Use Lease Contract Enquiry when eligible and Contract Validity Verification on the official portal.
Must the lease be in Arabic?
For the New Municipal Fees Account service, the lease must be in Arabic or have an official certified translation from a licensed translation office.
Is the municipal security deposit the same as the rental deposit?
No. The municipal service’s deposit is three times the monthly municipal fee or BHD 100, whichever is higher. A landlord’s rental deposit is a separate lease term.
How does a tenant open an EWA account?
Use EWA’s Open Account service and choose the route for a tenant renting or leasing a property. EWA lists the lease, lease-registration receipt and an optional clear meter picture among the documents.
