VAT registration in Bahrain: who must register, the thresholds and what you need

Need to register? A Bahrain business must register when its sales that count for VAT exceed BHD 37,500 in the past or expected next 12 months. It may register by choice above BHD 18,750 in qualifying sales or costs. A business based abroad has no minimum when it owes Bahrain VAT.

Why does the threshold matter?

The line tells you whether you must register or may choose to. Your NBR certificate then tells you when you may charge VAT.

Which registration rule applies to you?

First decide whether your business is based in Bahrain. NBR has a different rule for a business based abroad, called a non-resident business.

Your positionRegistration ruleWhat to check
Resident in BahrainMandatory when annual supplies exceed BHD 37,500.Look at the previous 12 months and the next 12 months you expect.
Resident, below the mandatory thresholdVoluntary registration may be possible above BHD 18,750.Check qualifying annual supplies or expenses in the previous or next 12 months.
Not resident in BahrainNo minimum threshold in the case described by NBR.Check whether you, rather than your customer, must report and pay Bahrain VAT on the sale.

A non-resident does not register for every sale into Bahrain. The rule applies when it owes the Bahrain VAT. NBR gives sales to consumers as a common example.

Do your supplies cross BHD 37,500?

Take a shop with exactly BHD 37,500 in qualifying supplies over the previous 12 months. At that figure it has not exceeded the mandatory line. Once another qualifying sale pushes its 12-month total above BHD 37,500, it must register. A shop below the line today must also act if it expects to exceed it in the coming 12 months.

Count sales made in Bahrain at the normal VAT rate and at the zero rate. Zero rate means the sale still counts, although the VAT charged is zero. Leave out money from selling capital assets, the business assets it keeps for years. Also count purchases on which your business owes VAT under the reverse-charge rule.

Sort the sales first. Keep a simple note of the sales that count and what you expect next year.

When can you register voluntarily?

If you are resident in Bahrain and below the mandatory threshold, NBR allows voluntary registration when qualifying annual supplies or expenses exceed BHD 18,750 in the previous 12 months, or are expected to exceed it in the next 12 months.

For example, supplies above BHD 18,750 but below BHD 37,500 fall in the voluntary range. You may choose whether applying is useful for your business. Think about your costs and customers before you file.

When should you apply?

If you have already crossed the mandatory threshold, NBR says to apply within 30 days from the last day of the month when you crossed it. If you expect to cross the line in a given month, apply during the 30 days before that month begins. Late application may lead to penalties.

The NBR guide says your certificate confirms the effective date from which you may charge VAT on taxable sales. Keep that date with your invoicing records.

What does NBR ask for?

Start with an NBR profile. NBR asks for your legal name, business type, address and contact details. It also asks for Commercial Registration (CR) details, money figures and the person filing. Its current site shows a profile request first, then a VAT application.

Have your figures ready. NBR asks about sales, costs, imports and exports. Its current form also asks for your IBAN (international bank account number), bank name, account holder name and SWIFT code (your bank's international code). Copy the amounts from your records.

NBR gives examples of supporting files: your CR certificate, accounts reviewed by an auditor and a copy of your ID. Follow the documents requested in your own NBR application.

After the profile request, NBR sends an email confirming receipt. If it approves the profile, it supplies login details for the VAT registration form. Once registration is completed, NBR issues a certificate with the VAT account number.

Frequently asked questions

Is BHD 37,500 based on profit?

Use the annual qualifying supplies total for this test. NBR states the threshold in supplies.

Can I register below BHD 37,500?

Yes, if you meet NBR's voluntary test: qualifying annual supplies or expenses above BHD 18,750 in the previous or next 12 months.

Does a business outside Bahrain use the same threshold?

The resident threshold does not apply to this non-resident case. NBR says there is no minimum threshold when a non-resident makes Bahrain supplies on which no one else accounts for VAT.

Can I charge VAT after submitting the form?

Wait for the effective date on the NBR registration certificate. That is when the guide says you may charge VAT on taxable sales.
