How to request a written review of a Bahrain bakery licence

By Gaurav Agarwal · Updated 15 October 2026

Ask MOIC in writing through [email protected] or Tawasul, attaching your application, inspection records and issued CR. If the meat-pastry activity is simply missing from your CR, apply through Sijilat's Manage Activity service; the National Portal lists BHD 20 and three working days for adding an activity. Do not sell the excluded items until the approvals are in place.

01Choose the route that matches your record

For a licensing-scope question, use Sijilat Business Support at [email protected] or the National Contact Center on 8000 8001. The Inspection Directorate handles complaints related to its function, with [email protected] and Tawasul listed as complaint channels.

02Make the mismatch easy to verify

MOIC asks for supporting documents with a complaint. Put the records into one short, ordered file so the officer can see exactly where the scope changed. This is a practical evidence packet, not a published list of mandatory documents.

Start with a one-page comparison. In the first column, quote the product or activity from the submitted application. In the second, identify the inspection or approval that covered it. In the third, copy the exact activity wording from the issued licence. Highlight the missing meat-pastry scope without changing any source document.

  1. Save the submitted application and its reference number.
  2. Add every inspection request, appointment notice and completion record.
  3. Add the issued commercial registration or licence as received.
  4. Write one sentence stating that meat pastries appear in the application but not in the issued scope.
  5. Ask for a written explanation and the exact corrective route, including whether MOIC expects a correction or an activity amendment.
  6. Keep the sent message, attachments and reference number together.

03Send a written clarification request

Send a licensing-scope question to Sijilat Business Support at [email protected] or call the National Contact Center on 8000 8001. Use [email protected] or Tawasul when submitting a complaint related to the Inspection Directorate's function.

In the message, ask MOIC to confirm why the issued scope excludes meat pastries, whether all requested approvals were recorded, and what transaction is required to correct or add the scope. Ask for the answer in writing. Avoid framing the request as permission to sell while the issue is unresolved.

  1. State the commercial registration number and establishment name.
  2. Name the omitted product exactly as it appeared in the application.
  3. List the completed inspections and their dates.
  4. Attach the comparison and supporting documents.
  5. Request a written reason for the difference.
  6. Request the exact Sijilat transaction or authority approval needed next.
  7. Save the Tawasul or email reference.

If you need to confirm the route

The National Contact Center is 8000 8001 and Sijilat Business Support uses [email protected]. Keep the substantive request in writing.

04Check the activity requirements before changing the licence

Look up the activity in Sijilat's public Activity Search and read its required approvals. Sijilat's Manage Activity service lets a business add activities or delete registered activities on its CR.

For Add an activity for a sole proprietorship, the National Portal lists a BHD 20 fee and three working days. The Registration Department decides the application and the licensing authorities must approve.

Do not assume that a completed premises inspection authorizes every product in the original application. MOIC states that the holder must obtain the necessary approvals and licences before practising an added activity. It also prohibits starting new activities before the approvals, licences and commercial registration certificate are in place.

  1. Look up the activity in Sijilat's public Activity Search and read its required approvals.
  2. Compare the activity code with the code on the issued registration.
  3. Ask MOIC whether the omission is a clerical correction or needs Manage Activity.
  4. If it is missing, use Sijilat's Manage Activity service to add the activity.
  5. Wait for the required approval and updated scope before selling the excluded products.

05Do not use reconciliation as a general review

The national reconciliation service is for violations related to the Commercial Registration Law. It is a settlement route rather than a way to ask why a licence omits an activity. The service lists a BHD 1,000 fee payable within one month of signing and a one-working-day process time. Those figures apply to reconciliation, not to the clarification request described here.

Use reconciliation only if MOIC identifies an applicable violation and directs you to that service. If your record simply shows a mismatch between the application and the issued licence, start with the written clarification route.

06What the official pages do not publish

The checked official pages do not publish a dedicated form, fee or response time for a licence-scope clarification. If the activity is missing from your CR, the published route is Sijilat's Manage Activity service; ask MOIC whether your case is instead a clerical correction. Ask MOIC to identify the correct transaction for your specific commercial registration, and keep that answer with the business records.

If MOIC records a violation and you later correct it, Sijilat provides a Violation Removal Request route. Do not use that route merely because the licence wording is disputed unless there is an actual violation record to remove.

07Before you press send

A clear request should let the officer understand the mismatch without guessing. Use this final phone-screen check.

  1. Commercial registration number included
  2. Application and issued licence attached
  3. Inspection records attached
  4. Missing meat-pastry wording identified
  5. Written reason requested
  6. Exact corrective transaction requested
  7. Reference number saved
  8. Excluded products remain paused until scope is confirmed

08FAQs

Can I sell the meat pastries while I wait for an answer?

Do not start the excluded activity until the required approvals, licences and registration certificate cover it.

Where should I send the written request?

For a licensing-scope question, use [email protected] or call 8000 8001. Keep [email protected] and Tawasul for complaints related to the Inspection Directorate.

What should I attach?

MOIC asks for supporting documents. For this mismatch, a practical packet is the application, inspection records, issued licence and a short comparison.

Is there an official response time?

No response time is published for an emailed clarification. The Add an activity service lists three working days.

Should I submit a violation-removal request?

Use the Sijilat Violation Removal Request when there is an actual recorded violation that has been corrected. A scope mismatch without a violation should begin as a written clarification.

Is reconciliation the same as a licence review?

No. The national portal describes reconciliation as a route for Commercial Registration Law violations. It is not presented as a general licence-scope review.

How much does the clarification request cost?

No fee is published for an emailed clarification. The Add an activity service lists BHD 20 and three working days.

Where can I check the official activity requirements?

Use Sijilat's public Activity Search and read the required approvals.
