01First decide whether you need compensation or aid

Bahrain's unemployment insurance system covers private-sector workers, government workers and first-time jobseekers. The rules then split into compensation for an insured worker who loses a job and aid for a first-time jobseeker.

For expatriates, the relevant path is compensation. An unemployed foreign worker shall be a legal resident of the Kingdom with the aim of looking for a job. The Ministry FAQ also requires legal residence for the purpose of work. First-time jobseeker aid requires Bahraini nationality.

02Check every compensation condition

For a first compensation claim, the Ministry FAQ requires 12 continuous months of contributions. It also says the worker must not have left voluntarily or been dismissed for disciplinary reasons.

The claimant must be able and willing to work and search seriously. The claimant must not have reached the legal retirement age and must pass the scheduled training successfully. An unemployed foreign worker shall be a legal resident of the Kingdom with the aim of looking for a job.

  1. Confirm that your first claim follows 12 continuous contribution months.
  2. Confirm you did not leave voluntarily and were not dismissed for disciplinary reasons.
  3. Stay able and willing to work, search seriously, remain below the legal retirement age and pass the scheduled training.
  4. An unemployed foreign worker shall be a legal resident of the Kingdom with the aim of looking for a job.
  5. Register within three months after the employment relationship ends.

03Calculate the official compensation range

The Ministry FAQ says monthly compensation is 60% of the insured worker's average monthly wage during the previous 12 months, with a BHD 1,000 monthly cap.

The minimum is BHD 200 per month or the worker's average wage over the previous 12 months, whichever is lower. Compensation is paid for up to nine months.

04First-time jobseeker aid is for Bahrainis

The first-time jobseeker route requires Bahraini nationality and age 18 or older. The Ministry FAQ also places work-readiness, job-search and training conditions on that route.

The published aid is BHD 200 monthly for a bachelor's degree or higher and BHD 150 monthly for other applicants. The maximum payment period is nine months.

05Register the claim online

Register as a job seeker with the Ministry Employment Department before starting the dismissed-worker registration service. The Ministry page lists 3 working days and no fee for this service.

Open Dismissed from work registration and select Submit a new application. Enter your phone number and email, complete the phone verification, then enter your personal ID number.

  3. Enter your phone number and email, then complete the phone verification.
  4. Enter your personal ID number.
  5. Attach the employer-signed and stamped document stating the reasons for termination.
  6. If you are a foreign job seeker, attach the IBAN document.

06Use the official record, inquiry and appeal routes

The Ministry of Labour registers unemployed people and decides entitlement. SIO handles payment of compensation or aid. The Ministry service agreement lists three working days for registering compensation claims of dismissed workers.

The Unemployment Benefits Record shows previous entitlement type, period, amount and reasons for non-entitlement. It uses primary eKey, lists 10 working days and has no fees. The listed eligibility conditions on that page are for Bahraini first-time aid, while expatriates use the service to see compensation history.

  1. Open the official Unemployment Benefits Record eService.
  2. Sign in with primary eKey.
  3. Review the entitlement type, period, amount and any reason for non-entitlement.
  4. To register a compensation claim, use Dismissed from work registration and attach the employer's signed and stamped termination-reasons document.

07Avoid the events that end entitlement

Payment is suspended if the claimant stops complying with the Labour Services Office attendance rules. The right is forfeited after two unjustified refusals of suitable jobs, taking work that pays at least the benefit amount, fraud, entitlement to a pension at least equal to the benefit, missing the three-month registration deadline, or self-employment.

For a foreign claimant, the right is forfeited if residence becomes illegal, its reason changes from job search, or the claimant leaves Bahrain permanently. Compensation may still be combined with other employer entitlements.

08Challenge a decision within the legal deadlines

The official unemployment insurance law allows an appeal to the designated administrative authority within 15 days after you learn of the decision. The authority must decide and notify you within 15 days after filing.

If the appeal is rejected, the law allows a court challenge within 30 days after notification. File the appeal through the Ministry's appeals eService with primary eKey, using the Submit a Grievance button; the Ministry lists 10 working days and no fee.

  1. Record the date you learned of the decision.
  2. File the administrative appeal within 15 days through the Ministry appeals eService.
  3. Use Submit a Grievance and track the listed 10-working-day service level.
  4. If rejected, note the 30-day court deadline.

09What the official pages don't say

The pages do not say how long the full entitlement decision takes after registration. Ask the Ministry on 80008001 or [email protected].
