Practical guide
How do I check a Bahrain university licence and complain if it has not opened?
By Gaurav Agarwal · Updated 15 October 2026
Ask for written licence confirmation through a Tawasul complaint to the Ministry of Education, since the Higher Education Council licenses private universities, and search the institution and programme in BQA's Higher Education Reports and Qualifications Register. If teaching has not started, submit your enrolment and payment records. BQA status helps with verification, but the official pages do not present it as a substitute for an HEC licence decision.
01Which check do you need?
A licence check, an institution quality check and a programme-status check answer different questions. Start with the institution name printed on your offer letter, invoice or receipt, then work through each row.
| Your question | Official source | What it can confirm |
|---|---|---|
| Is this private higher education institution licensed? | Higher Education Council. | Ask MoE or HEC to confirm the licence against the exact legal name. |
| Does BQA have an institutional report? | BQA Higher Education Reports. | Institutional review and NQF listing status. |
| Does BQA show this programme or qualification? | BQA Qualifications Register. | NQF status and reviewed qualification reports. |
| Where do I complain that teaching has not started? | Ministry of Education through Tawasul. | An official complaint to the education authority. |
02Ask for the institution licence check first
The Higher Education Council handles student issues related to universities, sets licensing requirements and licenses private higher education institutions. Law No. 3 of 2005 also assigns the licensing of private higher education institutions to the Council.
Use the exact legal entity name shown on the enrolment document. A brand name, trading name or proposed campus name may not be enough to identify the licensed entity. In your Tawasul submission, ask for written confirmation of the institution licence and whether the named programme may enrol students. The wording in this paragraph is a practical request you can make; the official pages do not publish a dedicated student licence-check form.
- Copy the institution name exactly from your signed offer, invoice or receipt.
- Record the programme title, study mode, promised start date and campus address from the documents you received.
- Open Tawasul and direct the complaint or inquiry to the Ministry of Education.
- Ask whether the named institution holds the HEC licence needed to operate and whether the named programme is approved.
- Keep the complaint reference and any written reply.
03Check the institution and programme in BQA
Use the BQA Higher Education Reports page for an institution-level check. It provides institutional review reports and NQF listing status, with Search and View All options for finding a specific report.
Then use the Qualifications Register for the programme-level check. It shows the NQF status of higher education and vocational qualifications, provides reports for reviewed qualifications and includes provider and regulatory-body filters.
Search the exact institution name and the exact programme title. Save the result URL or a screenshot with the date. Do not treat a similar name as a match.
- Search the BQA Higher Education Reports page for the institution.
- Note the institution status and listing status shown on its profile, if a profile appears.
- Search the Qualifications Register by provider and qualification name.
- Open the summary or full report for the exact reviewed qualification, where available.
04How to read the results safely
An HEC licence and a BQA result are related checks with different purposes. HEC is the body that sets licensing requirements and licenses private higher education institutions. BQA publishes institutional review, NQF listing and qualification-status information.
A BQA match is useful evidence about the institution or qualification shown in that register. The pages checked do not state that a BQA match alone proves every current licence detail, or that no search result alone proves an institution is unlicensed. Use the HEC or Ministry response for the licence question.
| Result | What you can say | Next step |
|---|---|---|
| HEC or MoE confirms the licence | You have a written response from the licensing authority. | Ask separately whether the exact programme and intake are approved. |
| BQA institution profile appears | BQA has institutional review or listing information for that provider. | Read the status and latest report. |
| BQA qualification appears | The register shows an NQF status for that qualification. | Open the exact programme report. |
| No exact BQA match | The search did not return the exact name you entered. | Try the legal name, then ask MoE or HEC for confirmation. |
05Prepare a clear student evidence pack
Before submitting the complaint, make one short timeline. State when you enrolled, what start date was promised, what payment you made and what has happened since. Keep the original files and send copies.
The list below is a practical evidence checklist, not an official list of required Tawasul attachments. Do not upload unnecessary personal data. Redact bank balances, unrelated transactions and identity details that the complaint does not need.
- Signed offer, enrolment agreement or acceptance letter.
- Invoice and payment receipt.
- The advertised and promised start date.
- Programme title, study mode and campus address.
- Emails or messages about delays, opening dates, refunds or transfers.
- A one-page timeline with the outcome you want, such as written licence confirmation, a confirmed start date or a response about fees.
06File the official complaint through Tawasul
The Ministry of Education contact page says complaints, suggestions and inquiries can be registered in Tawasul. Use that route for the formal record and keep the reference number.
For follow-up, the Ministry lists +973 17873333 and [email protected]. It also lists +973 17873372 for the Customer Service Center and 80008001 for the National Contact Center.
- Open Tawasul and choose the Ministry of Education.
- Use the exact institution and programme names in the subject line.
- State that students enrolled but teaching or the campus opening has not begun by the promised date.
- Ask for written confirmation of the HEC licence and programme approval.
- Attach only the records needed to support the timeline.
- Save the complaint reference, submission date and every reply.
07When the law mentions fee recovery
The 2020 amendment allows the Higher Education Council Board of Trustees to impose licensing measures after a violation is proven, including restrictions, suspension or withdrawal.
Article Twelve applies when the Board suspends or withdraws the licence of a private higher education institution. In that situation, the Board must issue decisions for continuing students and preserve their right to recover paid fees and other acquired rights.
That statutory protection has a specific trigger. The official text does not say that every delayed opening automatically produces the same decision or an immediate refund. Ask the authority to confirm the institution status and the remedy that applies to your case.
08What the official pages don't say
The public pages checked do not provide a student-facing database labelled as a complete live register of HEC licences, and they do not publish a fixed complaint response time for this situation. They also do not state that absence from a BQA search by itself proves that an institution is unlicensed. Use Tawasul for a written authority response.
09FAQs
Who licenses private universities in Bahrain?
The Higher Education Council sets licensing requirements and licenses private higher education institutions.
Is the BQA register the same as an HEC licence register?
The BQA pages publish institutional reviews, NQF listing status and qualification status. The pages checked do not describe those results as a substitute for an HEC licence confirmation.
How do I complain that teaching has not started?
The Ministry of Education lists Tawasul for complaints, suggestions and inquiries. Submit the timeline and supporting enrolment and payment records.
What should I ask the Ministry to confirm?
Ask for written confirmation of the institution licence, the named programme approval and the official route for the student issue. The HEC handles student issues and private higher education licensing.
Can I call or email after filing?
Yes. MoE lists +973 17873333 and [email protected]. The Customer Service Center number is +973 17873372.
Does a missing BQA result prove the university is unlicensed?
The official pages checked do not say that. Search the exact legal and programme names, then request licence confirmation from MoE or HEC.
Does the law guarantee an immediate refund if opening is delayed?
The cited fee-recovery protection applies when the Board suspends or withdraws a private institution licence. The official text does not state that every opening delay triggers that protection.
