How do I file a consumer complaint online in Bahrain?
By Gaurav Agarwal · Updated 16 October 2026
For a retail product or service complaint, submit it through Tawasul to the Ministry of Industry and Commerce Consumer Protection Directorate. Attach proof of purchase and the problem, such as the invoice, warranty, agreement, payment record, emails or messages.
01Choose the authority that covers your complaint
Consumer Protection at the Ministry of Industry and Commerce is the route for retail shops, products and ordinary local business services. Bahrain’s official consumer page sends other sectors to their own regulators, so choosing the correct route first avoids a complaint being sent to the wrong office.
A consumer complaint is for a purchase or service problem. A suspected crime, immediate danger or police matter follows a different route. The official consumer pages do not present the Consumer Protection Directorate as a police reporting channel.
| Your issue | Correct official route | What to do first |
|---|---|---|
| Retail shop, product or local service | MOIC Consumer Protection | Use Tawasul, email or hotline and attach transaction proof. |
| Mobile, internet or telecom provider | Telecommunications Regulatory Authority | Use the TRA complaint system, [email protected] or 81188. |
| Bank, finance company or insurer | Complain to the institution, then CBB | Raise it with the institution first. If unresolved, submit to CBB through Tawasul or its online form. |
| Health or beauty product | Ministry of Health through Tawasul | Choose the Ministry of Health entity in Tawasul. |
| Electricity or water | Electricity and Water Authority | Use Tawasul, the EWA complaint form or 17515555. |
02Build your evidence pack before you submit
The service page lists the purchase invoice, contract, guarantee and proof of payment as required attachments. It also accepts records that prove the deal, including emails, text messages and BenefitPay transactions. Put the clearest proof first so the officer can connect the seller, purchase and problem quickly.
Write a short timeline on your phone before opening Tawasul. Record the purchase date, seller name, amount paid, what went wrong, when you contacted the seller and what response you received. Keep descriptions factual and match every statement to an attachment.
| Evidence | What it proves |
|---|---|
| Invoice or receipt | The item, seller, date and price. |
| Contract or warranty | The promised terms and coverage. |
| Payment record | That value was paid to the supplier. |
| Emails or messages | What you asked for and how the seller replied. |
| BenefitPay record | A traceable transaction between you and the other party. |
| Photos or video | The visible defect, price label or advertisement. |
03Submit the retail complaint online
Open Tawasul and choose the Ministry of Industry and Commerce Consumer Protection Directorate. The service page also lists Email, Contact Center, Physical Location, Mobile Application, Twitter and Instagram. Under online channels and eServices it lists the Tawasul mobile app.
The Ministry complaint guide also names personal attendance, the Ministry’s social media channels and [email protected]. The call center on 17007003 operates 24/7 for complaint submission.
For in-person help, the Consumer Protection Center works Sunday to Thursday from 7:30 to 2:00 at Bahrain Financial Harbour, 5th Floor. Its enquiry number is 17007003.
Use one clear subject, such as Consumer complaint: seller name, purchase date and issue. State the outcome you want, such as delivery, repair, replacement or refund, only where it matches your transaction and documents.
- Collect the invoice, contract or warranty, proof of payment and messages.
- Choose Tawasul, email, the Tawasul mobile app, phone or personal attendance.
- Enter the seller details, purchase date and a short factual description. The official form asks for complainant, defendant and supporting-document details.
- Attach each document with a simple filename that identifies it.
- Submit once, save the reference number and keep a copy of everything sent.
04Check whether your retail issue fits Consumer Protection
The Ministry publishes concrete examples. These include a seller refusing an invoice, a shelf price that differs from the cash-register price, an added fee for credit-card payment and misleading advertising.
The Ministry also lists refusal to return or replace an item within 15 days when it has a manufacturing defect or does not match approved or contracted specifications. The 15-day example is tied to those defect or conformity conditions. It is not a blanket promise that every purchase can be returned for any reason.
| Situation | Why it fits |
|---|---|
| Seller refuses an invoice | The Ministry lists this as appropriate to complain about. |
| Shelf price and checkout price differ | The Ministry lists the price mismatch. |
| Extra fee for credit-card payment | The Ministry lists the added fee. |
| Misleading advertisement | The Ministry lists misleading advertising. |
| Defective or non-conforming item and seller refuses return or replacement within 15 days | The Ministry names this conditional example. |
05What happens after you submit
The service directory states a process time of 5 Working Days, while the Consumer Protection Center SLA lists 1 to 5 Working Days for consumer complaints. The Ministry FAQ separately says the Directorate examines a submitted complaint within a period not exceeding 60 days and prepares a report of the actions taken. Treat these as different published milestones, not one guaranteed resolution date.
After receiving the complaint, the Directorate contacts the complainant for details and documents. It then asks the establishment to respond within 5 working days. If there is no response or resolution, it sends a notification with a 3-working-day deadline, followed by a final notice or summons with another 3-working-day deadline.
The Directorate examines whether the complaint and supporting documents are valid, and the complained-against entity addresses it under Directorate procedures. Keep the reference number and answer requests for missing documents promptly.
- Watch Tawasul and your email for updates.
- Reply with any missing evidence in one organized message.
- Record calls with the date, office and summary, without including private account credentials.
- If the issue belongs to another regulator, follow that regulator’s official complaint route.
| Milestone | Published timing | What it means |
|---|---|---|
| Service directory process time | 5 Working Days | The timing printed on the national service page. |
| Consumer Protection SLA | 1 to 5 Working Days | The service level listed for consumer complaints. |
| First establishment response | 5 working days | The deadline in the Directorate follow-up guide. |
| Notification after no response | 3 working days | A further response deadline. |
| Final notice or summons | 3 working days | A final response or attendance deadline. |
| Directorate examination | Not more than 60 days | The maximum examination period stated in the Ministry FAQ. |
06Know the rights behind the complaint
Bahrain’s national portal lists six rights: health and safety, accurate product information, free choice of products meeting approved quality conditions, knowledge of legitimate rights, privacy and a healthy environment. These rights explain why accurate information, fair treatment and safe products matter in a complaint.
For the common question about five main consumer rights, Bahrain’s official page lists six. Use the official Bahrain list for a complaint concerning a Bahrain transaction.
07What the official pages don't say
The service page checked live on 16 October 2026 states a process time of 5 Working Days and does not state a fee. It also does not promise a particular remedy for every case.
The official pages publish several timings for different stages. None says every dispute will be resolved within 5 working days. Use the reference number and the Directorate’s updates for your individual case.
Do not send bank passwords, one-time codes or eKey credentials. The official paper complaint form includes a CPR field, but only provide identity information through the official form or channel that requests it.
