Practical guide

My Bahrain Good Conduct Certificate payment failed abroad. What should I do?

By Gaurav Agarwal · Updated 14 October 2026

Check your existing request first: Request Status Enquiry lets you see its status and view and print an issued certificate, so you may not need to apply or pay again. No official payment-retry route was found. If the status check does not resolve it, contact a Directorate service centre, Tawasul or, from abroad, the Government Services Contact Center on 0097377777333.

01Choose the route that matches what happened

A failed payment screen does not tell you whether the request was saved or whether a certificate was issued. The official status service is therefore the safest first check because it can show the request status and let you view and print an issued certificate.

Keep the request reference, the time of the attempt and a screenshot of the error where you can find them. These details help you describe the same request if you need support.

What to do before creating another request
What you seeYour next stepWhy
Payment failed and you have a request referenceOpen Request Status Enquiry and check that reference. It is the official service for checking a request and viewing or printing an issued certificate.
Your bank shows a possible chargeCheck the request status before attempting another payment. The official hub says paid fees are not refundable after acceptance or rejection.
The request appears complete or the certificate is issuedUse Request Status Enquiry to view and print the certificate. No new application is needed when the existing result is available.
The request is still blockedUse the generic blocked-service route to a Directorate service centre. The message is not specific to payment failure, but it names the support route.
You have no usable request referenceAsk a Directorate service centre or Tawasul whether the attempt can be recovered. The official pages do not publish a rule for when a payment failure requires a new request.

02Check the existing request before paying again

Open the official Request Status Enquiry from the Good Conduct Certificate services. Its published purpose is to let applicants enquire about their requests and view or print an issued certificate. This is the only official online function described for finding what happened to an existing request.

If the enquiry shows an issued certificate, open or print it there. If it shows a pending or incomplete request, keep that result with your reference. If it does not resolve the problem, use the generic blocked-service route to a Directorate service centre.

Avoid guessing from the payment page alone. In particular, do not treat a browser error as proof that the application disappeared. The official pages publish a status enquiry, but they do not publish the internal point at which an application is saved.

  1. Open the official Request Status Enquiry.
  2. Use the details linked to your existing application and note the status shown.
  3. If the certificate is available, view or print it from the same service.
  4. If the request remains blocked, save the reference and error evidence, then use a Directorate service centre, Tawasul or the overseas contact number.
  5. Ask whether the existing request can be completed before you create or pay for another one.

03What to send or say when you contact the Directorate

The portal's generic blocked-service message says that the service cannot proceed and directs users to Directorate of Criminal Information service centres through General Information. It is not a payment-failure instruction. The official General Information page publishes the centre numbers below, while the National Portal also offers Customer Service Centres and eKiosks Locations.

From outside Bahrain, you can call the Government Services Contact Center on 0097377777333. You can also submit an inquiry or complaint through Tawasul to a participating government entity. Give the existing request reference, the attempt time and the exact error. Ask whether the same request can be completed before you start another one.

Do not send full card details in an ordinary message. Save a screenshot with card and personal data hidden, then state whether your bank shows no charge, a pending amount or a completed charge.

04Make sure you used the correct overseas service

The portal provides a separate Certificate Issuance Request for Foreigners Outside the Kingdom of Bahrain for foreigners who previously lived in Bahrain. The overseas page itself shows no fee, process time or attachment list.

The separate standard issuance page lists a valid passport copy, a recent white-background photograph and a letter from the applicant. Under its special non-Bahraini requirements, it uses the wording Bahraini ID card and also lists a residence permit copy and six months of continuous residence. Confirm which standard-page items the Directorate wants because the overseas service page does not publish them.

The standard page also says applications from abroad can only be submitted through the National Portal and requires ten fingerprints and palm prints if an applicant outside Bahrain has not registered biometrics with the Ministry of Interior. The official hub says invalid electronic fingerprints may require mailing the original fingerprint card.

What the official pages actually publish

Overseas serviceFor foreigners who previously resided in Bahrain; no fee, time or attachments shown
Standard serviceBHD 1 per copy and 5 working days
Standard identity wordingValid passport, Bahraini ID card and residence permit copies
Standard other documentsRecent white-background photograph and a letter from the applicant
Standard biometrics wording10 fingerprints and palm prints if MOI has no registered biometrics

05Fee, timing and duplicate-payment risk

The standard Certificate Issuance Request page publishes BHD 1 per copy and 5 working days. The separate overseas page publishes neither a fee nor a process time. Ask the Directorate to confirm what applies to the overseas request.

The Good Conduct Certificate hub says fees paid are not refundable when an application is accepted or rejected. If your bank shows a charge, check the existing request before another payment.

If no charge appears and the Directorate confirms the existing request cannot be recovered, follow the route it gives you. The public pages do not state that a failed payment always requires a new application.

06What the official pages don't say

The official pages do not publish a dedicated payment-retry button, a promise that a failed payment session can be resumed, supported card types, a waiting period before trying again or a rule saying exactly when to submit a new application. They also do not explain whether a payment failure means the request was saved.

That is why the practical order matters: check the existing request first, then use the generic Directorate service-centre message, Tawasul or the overseas Government Services Contact Center if the portal still cannot proceed.

07FAQs

Can I resume the same payment session?

No official payment-retry or resume route was found. Check the existing request first, then use a Directorate service centre, Tawasul or the overseas contact number if needed.

Should I submit a new application immediately?

No. Check the existing request first because the official status service can show its status and an issued certificate. Ask the Directorate before starting again if the request cannot be recovered.

What if my bank shows that I was charged?

Check the request status before paying again. The official hub says paid fees are not refundable when an application is accepted or rejected.

How much does the Bahrain Good Conduct Certificate cost?

The standard issuance page publishes BHD 1 per copy. The overseas service page shows no fee.

How long does the application take?

The standard issuance page publishes 5 working days. The overseas service page shows no process time.

Can a former resident apply from outside Bahrain?

Yes. The portal has a separate request for foreigners outside Bahrain who previously resided in the country. A foreign applicant must have resided continuously in Bahrain for at least 6 months.

Will I need fingerprints while abroad?

If the Ministry of Interior does not already hold your biometrics, the requirements call for 10 fingerprints and palm prints. If electronic fingerprints are invalid, the original fingerprint card may need to be mailed.
