Bahrain Treasury bills: access, auction yields and fees

What are Bahrain Treasury bills?
The Central Bank of Bahrain issues these conventional debt securities on behalf of the Government of Bahrain. They are denominated in Bahraini dinars and issued at a discount, with face value payable at maturity. The CBB describes three tenors: 91 days issued weekly, and 182 days and 364 days issued monthly. For a bill, distinguish the amount paid to acquire it from its face value. The discount between the purchase price and redemption value is central to understanding its return. A bank account balance, a bill holding and an indicative investment quote are different entries: moving money into the funding account does not itself buy the security.
This article concerns conventional Treasury bills. Government development bonds and Islamic sukuk have different structures and offer terms. Avoid applying a bond coupon, a sukuk profit distribution or a fixed-deposit withdrawal rule to a Treasury bill simply because they appear in the same bank app.
How can an individual participate?
The CBB permits participation through licensed retail or investment banks and brokers licensed by Bahrain Bourse. Its guidance says the provider may require an account, sets its own subscription policy and minimum, and submits tenders for individual investors. The BHD 1,000 figure is ila's published minimum, not a minimum for every bank or broker. Nor does the availability of an individual account establish eligibility for every resident, visitor or non-resident. Obtain the provider's answer for your circumstances before transferring investment funds.
From the calendar to an allocated holding

At the CBB auction, individual Treasury bill tenders are allotted using the issue's weighted average rate. The CBB says the auction typically occurs two days before allotment, while providers set their own earlier intake deadlines. CBB tender and allocation guidance.
- Identify the issue. Record the tenor, tender date, issue date, maturity date and issue number or ISIN. Use the CBB issuance calendar and the provider's current offer.
- Get the provider's cutoff. A date in the CBB calendar is not necessarily the last moment its intermediary will accept your order.
- Review the funding requirement. Ask what amount will be reserved, which account it must be in and whether commission is additional to the displayed investment amount.
- Check the order status. Keep the submission record, then look for the final allocation and trade confirmation. Reconcile the security identifier, quantity, execution price, fees and settlement date.
ila's public workflow places Government Securities under Investments, then shows selection of a security, entry of an amount and acceptance of terms before bidding. This describes the bank's published process; we did not access a customer account or place a trade. ila bidding instructions.
Its terms say a Processing status does not guarantee allocation. Funds must be available in the ila BHD account when ordering and may be held to cover the trade and charges. Cancellation is possible before the bid due date; after allocation, the selling process applies. ila investment terms, clauses 4, 5 and 7.
Price and yield: read the figures together

A price expressed as a percentage of face value tells you the acquisition value before your provider's charges. An annualised interest rate describes the rate on a yearly basis. It does not mean that a short bill pays that full percentage over its shorter life. CBB statistical tables label the average interest rate on allotted Treasury bills as a percentage per annum. The first published price leaves a discount of 1.337 per 100 of face value: 100 minus 98.663. This is arithmetic from the reported approximate price, before charges. It is not a customer quote, a permitted order size or an annualised return calculation. The reported 5.36% is not a 5.36% cash gain over those 91 days. CBB issue 2138 result.
For a real order, request the actual cash debit, redemption amount and all charges. For a secondary-market purchase, also check the remaining time to maturity. An original auction result does not establish today's selling price or a new buyer's return.
Check commission even when custody is free

ila's published tariff, effective 10 May 2026 and linked by its current website when checked, distinguishes Treasury bill charges by tenor and account tier. These are provider charges, not CBB auction rates. Fees below include VAT. ila fee schedule, page 2.

The same tariff lists a BHD 55 annual subscription for ila Premium and none for the standard ila account. Lower trading commission alone therefore does not settle which account costs less for a particular customer. ila fee schedule, page 1.
A minimum commission and a minimum investment answer different questions. Ask the provider to show the fee in dinars on the intended order rather than comparing percentage charges alone. If using another bank or broker, obtain its own current tariff; this table does not describe that provider.
Can you sell before maturity?
Check the provider's sale procedure before buying. ila's FAQ permits a sell request but says that only the entire holding in a particular investment can be sold, with no partial sale. ila government securities FAQs.
Its contract provides for a quoted sell price with an expiry period, based on market conditions. Trading also depends on liquidity and counterparties; a request is not evidence that cash is already available. These conditions make an early sale different from withdrawing an available bank balance. ila investment terms, clauses 5 and 13.
Before accepting a sale quote, check its expiry, the net proceeds after fees and when those proceeds can be used. For a broker-held position, obtain that broker's execution and settlement conditions. A listing or an available request button does not, by itself, tell you how quickly the position can become spendable cash.
Risks and the final checks before bidding
Government issuance is not a promise that every investor will avoid loss. ila's investment contract expressly warns about uncertain future value, possible capital loss and illiquidity. A useful final check is whether the documents answer each of these questions:
- Which exact issue am I buying, and when is repayment scheduled?
- Is the displayed rate indicative, an auction result or my confirmed execution rate?
- What will leave my account after commission and any other charges?
- How does an unsuccessful bid affect reserved funds?
- If I need the money early, can I sell the required quantity, and on what terms?
- What issuer risks, currency needs and personal tax obligations still require professional advice?
