Practical guide
Can an expatriate own and license a food truck in Bahrain?
By Gaurav Agarwal · Updated 13 October 2026
No, not in your own name: the published licence requires a Bahraini national. Existing operators have until 21 December 2026 to complete municipal requirements; new projects need all approvals before licensing. Expats should check another activity’s criteria in Sijilat and must not rent a Bahraini holder’s CR.
01Choose your route before spending
The decisive question is whose name will be on the dedicated food truck activity. The official requirement says the applicant must be a Bahraini national. Use this table before you pay for a vehicle, conversion, branding, or equipment.
| Situation | Official position | Next step |
|---|---|---|
| You are an expatriate applying in your own name | The published food truck requirement does not make you eligible. | Check the current activity criteria in Sijilat before committing money. |
| A Bahraini applicant will hold and operate the activity | The nationality condition is met, but the remaining approvals still apply. | Start the Sijilat application, then follow the design, vehicle, and location steps. |
| You already own another food business | That does not establish eligibility for this dedicated activity. The official activity is specifically meals prepared and delivered from a truck or trailer. | Review the current activity criteria, requirements, and conditions in Sijilat. |
| You only need a place to park and sell | The municipality permit covers a mobile food service vehicle in designated areas. | First obtain the Sijilat application submission number required by the municipal service. |
02If you are an expat
The official material reviewed does not create an expatriate exception for the dedicated food truck activity. Use Sijilat to review the criteria, requirements, and conditions for another food activity before deciding how to invest or work in the business.
Do not use an informal arrangement that rents a Bahraini holder’s commercial registration or shop to a foreigner. Bahrain law prohibits that arrangement. If a Bahraini national holds and runs the activity as a sole proprietorship, it is their business: an arrangement in which a foreigner effectively owns, funds for a profit share, or rents it is the kind the 1987 decree prohibits. Take advice from a Bahrain-licensed lawyer before putting money into someone else's food truck.
Existing food truck owners have from 21 June through 21 December 2026 to complete the requirements in force. New projects must meet all required conditions and approvals before licences are granted. The announcement says this regularisation process adds no new extra fees.
03What the Bahrain food truck activity covers
MOIC defines the activity as the preparation and delivery of meals from motor vehicles, including trucks and trailers. This is the specific activity to check, rather than assuming a general restaurant, catering, or food trading registration covers mobile service.
The published licensing requirements name a Bahraini applicant, Ministry of Health approval for the interior design, reserved sales sites through the municipality, a sole-proprietorship or individual form, and a permanent mailing address. These conditions make the vehicle, business holder, and operating location part of one approval path.
The MOIC notice also says holders of virtual commercial registers are not entitled to permits to bring in foreign workers. That point matters if the planned operation depends on hiring staff through that form of registration.
Do not confuse ownership with employment
Holding the food truck activity is a different question from the role an expatriate may have in the business. The official food truck notice answers the activity-holder question with the Bahraini-national condition. Funding or taking a profit share in a Bahraini's sole proprietorship can be the kind of arrangement the 1987 decree prohibits, so take advice from a Bahrain-licensed lawyer before paying.
04Apply: the published steps
The MOIC procedure starts online in Sijilat with an application for the food truck activity and a commercial registration without licence. Sijilat is the official integrated commercial registration portal managed by the Ministry of Industry, Commerce, and Tourism.
After the Sijilat application, the procedure calls for Ministry of Health and General Directorate of Civil Defence approval for the interior design of the truck or trailer. The applicant then registers the truck or trailer with the General Directorate of Traffic Services and collects the required licence there.
The MOIC service page gives the same sequence in shorter form: register the vehicle with Traffic only after obtaining the commercial register and necessary licences, and before starting the activity.
The MOIC requirements separately say to reserve sales sites through the municipality. The source does not place that requirement within the published Sijilat-to-Traffic sequence.
- Confirm that the proposed applicant meets the Bahraini-national condition.
- Submit the food truck activity application through Sijilat.
- Obtain Ministry of Health and Civil Defence approval for the interior design.
- Register the truck or trailer with Traffic and collect the required licence.
- The municipal Food Truck Service asks for the Sijilat application submission number; the page states no order relative to Traffic registration.
05Run this pre-spend check
A converted vehicle is useful only if the applicant, interior design, vehicle registration, and sales location can all clear their official stages. Use the checks below before signing a purchase or conversion contract.
| Check | Evidence to obtain | Why it matters |
|---|---|---|
| Applicant eligibility | The current Sijilat activity criteria and the MOIC nationality rule. | An expatriate applicant is excluded by the published requirement. |
| Interior layout | MOH and Civil Defence approval for the proposed design. | The design approval appears before Traffic registration in the published procedure. |
| Vehicle | Traffic registration and the required licence. | The activity must not start before the commercial register, licences, and vehicle registration are in place. |
| Sales location | A municipal slot in the chosen municipality and zone. | The permit is for designated areas, and the map displays available slots. |
| Application reference | The MOIC Sijilat submission number. | The municipality lists this number as the required document. |
06Get the municipal food truck permit
Existing operators have until 21 December 2026 to complete the requirements in force. New projects must meet every required condition and approval before a licence is granted.
The municipal service is for permission to operate a mobile food service vehicle in designated areas. Its beneficiary field says Citizen, which is consistent with the MOIC nationality condition.
Log in to the municipal CRM with eKey or eKey 2.0, select Municipal Licensing and Certification and the Food Truck Service, then choose Create Food Truck Permit. Complete and submit the application; after successful submission, the permit can be downloaded.
The required document is the MOIC Sijilat application submission number, shown in the service page's example format as 2026-XXXX. The page lists the municipal service fee as N / A and links its terms to Resolution No. 38 of 2020.
For the location, select the municipality and zone so the map can show available slots. The published permit validity range is one day to one year, and the system allows no more than three active food truck permit requests for one customer at the same time.
07What the official pages don't say
The official pages reviewed do not publish an expatriate exception to the Bahraini-national condition for this dedicated food truck activity. They also do not say that a restaurant, catering company, cloud kitchen, or other food-business registration automatically allows mobile food truck operation.
The municipality page lists its own service fee as N / A. It does not provide a total setup cost for the commercial registration, vehicle, conversion, equipment, insurance, or other approvals. Treat any bundled cost estimate as provisional until each authority confirms its current charge.
