Benayat Bahrain: Choose and Follow the Correct Building-Permit Service

To use Benayat Bahrain, first check the plot and zoning in Bahrain Map, choose the exact permit type, and appoint a licensed engineering office. For normal new construction, the office prepares and submits the drawings, an accredited office audits them, government entities review the request, and you pay the permit and insurance fees before the electronic permit is issued.

01Choose the permit before preparing drawings

Open the official Benayat portal and select the service that matches the work. New construction, a small addition, renovation, boundary wall, demolition, merging, subdivision and change of use have different requirements. Do not use a new-construction checklist for a renovation or addition.

The new-construction service is for vacant land. Its public page says a licensed engineering office submits the application on the property owner's behalf.

02Check the plot in Bahrain Map

  1. Open Bahrain Map from Benayat.
  2. Find the parcel using the available plot information.
  3. Confirm its zoning and property-specific building requirements.
  4. Check whether it is in a frozen zone or needs pre-approval.
  5. Give the result to the engineering office.

Benayat says some special cases need pre-approval before the permit application. The published government processing period for pre-approval is up to 10 working days, excluding Urban Planning and Development Authority cases that may take longer.

03Choose a licensed engineering office

Choose an office from Benayat's licensed engineering-office directory. The office prepares the required drawings and documents, then submits the application for the owner.

Agree in writing on the design scope, document collection, corrections, supervision and professional fees. Benayat's government-review time does not include the time engineering offices need to prepare and audit drawings.

04Follow the official new-building sequence

  1. The licensed office enters the initial request.
  2. Any required pre-approval is obtained.
  3. The office prepares and uploads the owner, land, architectural, structural and service documents.
  4. An accredited engineering office audits the drawings.
  5. The municipality and relevant government entities review the request.
  6. Corrections or missing items are returned through the portal.
  7. The owner pays the calculated fees and insurance.
  8. Benayat issues the electronic permit.

Documents vary by service. The new-construction page lists the title deed, owner letter and multiple architectural, structural, electrical, water and sewage drawings. Use the checklist displayed for your selected permit.

05Understand fees, insurance and timing

Benayat says fees vary by zoning, permit type and built-up area. Its FAQ lists 250 fils per square metre or linear metre for specified residential classifications and 500 fils for other classifications. A separate insurance amount is paid and may be refunded after completion without violations, subject to the official conditions.

The FAQ lists the residential insurance basis as 500 fils per square metre or linear metre and the other-classification basis as BHD 1, with a maximum insurance amount of BHD 20,000. Confirm the amount calculated in the live application before payment.

Payment methods include credit cards, debit cards and Benefit. The portal says government entities take up to five working days to provide inputs on a standard permit application. Preparation, accredited review, corrections and special approvals can add time.

06Track the request and fix delays

The engineering office can view status updates in its Benayat account. A property owner can call 17155363 with the ID number and application number ready.

The request is waiting for drawings

Ask which document is missing and whether the accredited office has completed its audit.

The request needs another authority

Check whether the plot or activity needs pre-approval or an external consultation.

The permit expired

A building permit is valid for one year. Benayat says construction should begin in that period, and piling does not count as commencement for this rule.
