EWA New Connection Bahrain: Electricity and Water Application Guide
By Gaurav Agarwal ยท Checked 6 October 2026
For a new EWA electricity or water connection to a property under construction, appoint a licensed engineering office to submit the request through Benayat. Prepare the ownership, permit, address, survey, identity and service-design documents, wait for EWA's design and quotation, pay the capital contribution, prepare the meter location and complete installation.

01Choose new connection or open account
Use New Electricity Connection or New Water Connection when a property under construction needs new infrastructure, service lines or meters.

02Appoint a licensed engineering office
EWA instructs customers to submit both new electricity and new water applications through an engineering office using Benayat. The office coordinates the technical drawings, building-permit information and authority reviews.
- Choose an office from Benayat's licensed directory.
- Confirm whether you need electricity, water or both.
- Give the office the title, survey, address and building-permit records.
- Agree who will coordinate EWA comments and contractor corrections.
- Ask for the Benayat application reference.

For the complete building-permit sequence, use the Benayat Bahrain guide.
03Prepare the common connection documents
The official electricity checklist includes:
Commercial customers can download a Commercial Registration certificate for the entity named in the connection request.
If you need to download a CPR certificate for identity evidence, confirm that the selected connection service accepts that document.
- ID card or ID-reading data for citizens and residents, passport for non-residents, or CR or establishment certificate for commercial customers
- electricity and meter services agreement
- confirmed electricity supply load and details of required loads
- building permit and address certificate
- title deed, aerial map and survey certificate
- tenant lease, registered lease and owner no-objection letter where applicable

The water service uses the same core identity and property records, plus the Water Supply and Services Agreement. Follow the live checklist shown for the selected service because technical requirements differ.

04Understand electricity connection timing
EWA publishes different completion periods based on voltage and infrastructure:
| Electricity situation | Published duration |
|---|---|
| Existing or partially completed infrastructure, low voltage | 10 working days |
| Existing or partially completed infrastructure, high voltage | 10 working days |
| New infrastructure, low voltage | 45 working days |
| New infrastructure, high voltage | 70 working days |
| Private-developer infrastructure, low voltage | 10 working days |
| Private-developer infrastructure, high voltage | 17 working days |

These periods do not remove the time needed for complete drawings, external approvals, corrections, payment or site readiness.
05Follow the water connection sequence
EWA lists 21 working days for the new water connection service. The official steps are application and document review, site inspection, connection design and work permissions, fee calculation, quotation payment, site preparation, pipeline work and meter installation.

06Pay the quotation and prepare the site
EWA does not publish one fixed connection price. Electricity charges depend on load and technical considerations, while water charges follow regulated pricing. EWA designs the connection and issues the quotation after the relevant approvals.
- Review the quotation and scope.
- Pay the capital contribution through an EWA payment channel.
- Keep the payment receipt with the application reference.
- Prepare the electricity meter box, water arrangement and access required by EWA.
- Have the licensed contractors complete corrections or inspection points.
- Confirm meter installation and service activation.
07Common connection delays
The application was submitted as Open Account
Ask whether the site already has active infrastructure and a meter. A new-build connection and an existing-premise account opening are different tasks.
The load details do not match the plans
Have the engineering office reconcile the load schedule, permit drawings and EWA confirmation before resubmission.
The quotation has not been issued
Check for missing external approvals, inspection comments or incomplete property documents in Benayat.
The meter cannot be installed
Confirm that the meter box, access and internal installations meet the requirements before requesting another visit.
You need EWA help
Call 17515555 with the Benayat and EWA reference numbers. EWA lists the contact centre as available 24 hours.
EWA new-connection questions
Do I need a new connection or an Open Account request?
Use a new-connection route when a property under construction needs new service infrastructure, lines or meters. If the premise already has the service and meter, use the appropriate Open Account or reconnection route.
Who submits a new electricity or water connection?
EWA instructs applicants to work through a licensed engineering office using Benayat. The office prepares and coordinates the technical submission, while the owner supplies the property, permit and identity records.
Is there a fixed EWA new-connection fee?
No single fixed price is published for every property. EWA designs the connection and calculates the quotation according to the load, infrastructure and technical work. Review the issued quotation before payment.
How long does a new electricity connection take?
EWA publishes periods from 10 to 70 working days depending on voltage and whether infrastructure already exists. Missing drawings, external approvals, corrections, payment or an unprepared site can add time outside that service estimate.
How long does a new water connection take?
The official water-connection page lists 21 working days. The sequence includes review, inspection, design, permissions, quotation, payment, site preparation, pipeline work and meter installation.
What details commonly delay the application?
Typical blocks are a mismatch between the load schedule and permit drawings, missing property or address records, incomplete external approvals and a meter location that is not ready for installation. Use the Benayat and EWA references when following up.
